Trump's Woke Alarm Misses The Continent's Real Threat: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas represent an existential risk to European civilization. Yet, this perspective rests on a fundamental misreading of the situation. The true challenge facing Europe is not societal but technological and economic backwardness.

The Stark Growth Gap Between Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. During this period, European income per person fell from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Currently, about half of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Deficit: The Core Question

The growing disparity is driven by superior efficiency gains in the US, largely due to technological innovation and better use of resources. The landscape of world technology leadership is decidedly American. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in Europe.

This disparity raises a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is essentially a two-horse race between the United States and China, with European nations entering at a clear handicap.

Underlying Factors of Europe's Innovation Gap

Several key factors explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. The EU still lacks a true capital markets union, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A US startup can launch a service under one set of laws to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 separate regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, there are reasons for optimism. Policymakers are growing more conscious of the severe threat and have started to propose serious reform. Key reports on European competitiveness and the internal market point to the need for major changes.

With the right policies and rule changes, Europe's strengths could support much higher degrees of commercial innovation.

The continent still possesses considerable advantages: skilled human capital, excellent schools and universities, and world-class labs. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
